UNITED NATIONS (AP) ? In his most detailed plea to date for global action against Iran's nuclear program, Israeli Prime Minister Benjamin Netanyahu said Thursday the world has until next summer at the latest to stop Iran before it can build a nuclear bomb.

Netanyahu flashed a diagram of a cartoon-like bomb before the U.N. General Assembly showing the progress Iran has made, saying it has already completed the first stage of uranium enrichment.

Then he pulled out a red marker and drew a line across what he said was a threshold Iran was approaching and which Israel could not tolerate ? the completion of the second stage and 90 percent of the way to the uranium enrichment needed to make an atomic bomb.

"By next spring, at most by next summer at current enrichment rates, they will have finished the medium enrichment and move on to the final stage," he said. "From there, it's only a few months, possibly a few weeks before they get enough enriched uranium for the first bomb."

Israel considers a nuclear-armed Iran to be an existential threat, citing Iranian denials of the Holocaust, its calls for Israel's destruction, its development of missiles capable of striking the Jewish state and its support for hostile Arab militant groups.

Neither the U.S. nor any of its international partners are ready to abandon diplomacy in favor of military or other actions to resolve the decade-long standoff over Iran's nuclear program.

On Thursday, six world powers decided to lay the groundwork for another round of negotiations with Iran, a senior U.S. official said, but they want a significantly improved offer from the Islamic republic.

The new hope for negotiated end came after U.S. Secretary of State Hillary Rodham Clinton met with the foreign ministers of Britain, China, France, Germany and Russia ? powers that have sought, over several rounds of talks, to persuade Iran to halt its production of material that could be used in nuclear weapons.

The latest stab at a diplomatic compromise collapsed this summer after Iran proposed to stop producing higher-enriched uranium in exchange for a suspension in international sanctions, which Clinton has termed a "nonstarter." The U.S. official said Iran would have to bring a much better offer to the table this time, but stressed that nations were seeing some signs for optimism and that diplomacy remained "far and away the preferred way to deal with this issue."

No date was set for the possible resumption of the so-called P5+1 talks with Iran, said the U.S. official, who spoke on condition of anonymity because she wasn't authorized to comment publicly about the closed-doors meeting at the United Nations.

After looking for a diplomatic solution there, Clinton met later Thursday with Netanyahu at a New York hotel where she was expected to hear the alternative argument for possible military action.

Their face-to-face occurred just hours after the Israeli presented his case to the world just why a nuclear armed Iran would be a danger to many countries.

Casting the battle as one between modernity and the "medieval forces of radical Islam," Netanyahu said deterrence would not work against Iran as it had with the Soviet Union.

"Deterrence worked with the Soviets, because every time the Soviets faced a choice between their ideology and their survival, they chose survival," he said. But "militant jihadists behave very differently from secular Marxists. There were no Soviet suicide bombers. Yet Iran produces hordes of them."

Netanyahu has repeatedly argued that time is running out to stop Iran from becoming a nuclear power and that the threat of force must be seriously considered. Israeli leaders have issued a series of warnings in recent weeks suggesting that if Iran's uranium enrichment program continues it may soon stage a unilateral military strike. This week Iranian leaders suggested they may strike Israeli preemptively if they felt threatened, stoking fears of a regional war.

President Barack Obama has vowed to prevent Iran from becoming a nuclear power but has rejected Netanyahu's demands for setting an ultimatum past which the U.S. would attack. His administration has urgently sought to hold off Israeli military action, which would likely result in the U.S. being pulled into a conflict and cause region-wide mayhem on the eve of American elections. Netanyahu's 2013 Israeli deadline could be interpreted as a type of concession, but Israeli officials insisted action was still needed immediately and that in his speech Netanyahu was referring to the absolute point of no return.

Netanyahu appeared to be trying to soothe his differences with the White House when he thanked Obama's stance, adding that his own words were meant only to help achieve the common goal.

And he thanked the U.S. and other governments that have imposed sanctions which, he said, have hurt Iran's economy and curbed its oil exports but have not changed Tehran's intentions to develop the capacity to build nuclear weapons.

"I believe that faced with a clear red line, Iran will back down. This will give more time for sanctions and diplomacy to convince Iran to dismantle its nuclear weapons program altogether," the Israeli prime minister said. "Red lines don't lead to war, red lines prevent war."

Netanyahu did not detail what should be done if his "red line" was crossed, but the insinuation was clear. In perhaps his final plea before Israel felt the need to take matters into its own hands, Netanyahu pounded away at the dangers posed by Iran.

"To understand what the world would be like with a nuclear-armed Iran, just imagine the world with a nuclear-armed al-Qaida," he said. "Nothing could imperil the world more than a nuclear-armed Iran."

Iran insists its nuclear program is for peaceful purposes, but Israel, the U.S. and other Western allies suspect otherwise. Four rounds of U.N. sanctions have already been placed on Iran.

A U.N. report last month only reinforced Israeli fears, finding that Iran has moved more of its uranium enrichment activities into fortified bunkers deep underground where they are impervious to air attack. Enrichment is a key activity in building a bomb, though it has other uses as well, such as producing medical isotopes.

While Israel is convinced that Iran is pursuing a nuclear weapon, American officials believe Iran has not yet made a final decision to take the plunge and that there is still time for diplomacy.

Netanyahu argued Thursday that "Iran uses diplomatic negotiations as a means to buy time to advance its nuclear program."

Israel's timeline for military action is shorter than that of the United States, which has far more powerful bunker-busting bombs at its disposal, and there is great suspicion in Israel over whether in the moment of truth Obama will follow through on his pledge.

"Each day, that point is getting closer. That's why I speak today with such a sense of urgency. And that's why everyone should have a sense of urgency," Netanyahu said. "The relevant question is not when Iran will get the bomb. The relevant question is at what stage can we no longer stop Iran from getting the bomb."

Netanyahu has a history of fiery speeches about Iran before the U.N. General Assembly.

In 2009, he waved the blueprints for the Nazi death camp Auschwitz and invoked the memory of his own family members murdered by the Nazis while making his case against Iran's Holocaust denial and threats to destroy Israel. And last year, he warned about "the specter of nuclear terrorism" if Iran were not stopped.

While the bulk of Netanyahu's speech dealt with Iran, he also rebuked Palestinian President Mahmoud Abbas, who spoke shortly before him to the U.N. General Assembly and accused Israel of ethnic cleansing for building settlements in east Jerusalem.

"We won't solve our conflict with libelous speeches at the U.N.," Netanyahu said. "We have to sit together, negotiate together and reach a mutual compromise."

Israel captured the eastern part of Jerusalem from Jordan during the 1967 Mideast War and later annexed it in a move that hasn't been recognized internationally. The Palestinians claim east Jerusalem as the capital of their future state along with the Gaza Strip and the rest of the West Bank.

In his speech, Abbas also said he had opened talks on a new bid for international recognition at the U.N.

The Palestinians will apply to the General Assembly for nonmember state status, in stark contrast to last year's failed bid to have the Security Council admit them as a full member state.

If Palestine does become a U.N. observer state, it will not have voting rights in the world body but will have international recognition as a "state." This could enhance the possibility of the Palestinians joining U.N. agencies and becoming parties to treaties including the International Court of Justice or the International Criminal Court.

Abbas insisted that the new quest for recognition was "not seeking to delegitimize Israel, but rather establish a state that should be established: Palestine."

As a child living in the Philippines, Kesz Valdez was beaten by his father, forced to make money to buy him drugs and alcohol.

At 4, Kesz ran away to a dump site, struggling to stay alive. After being gravely wounded from falling in a pile of burning tires, a man named Harnin Manalaysay cared for him and eventually became his guardian.

On his seventh birthday, Kesz told Manalaysay that he didn?t want birthday presents. Rather, he wanted to give gifts to street kids. Now, 13, Kesz?s charity, Championing Community Children, has given gifts to 5,000 street kids in Cavite City, an act of selflessness that has earned Kesz the 2012 International Children?s Peace Prize, an honor that comes with $130,000.


Today, Kesz educates children living on the streets about personal hygiene and he takes care of their wounds, according to a video made about his story.

"I teach the children how to wash hands properly, brush their teeth daily and bathe regularly. I believe that some of these street children we save will pay the act forward to help champion their own communities," he told GMA News Online.

Nobel Peace laureate Desmond Tutu, a retired Anglican bishop from South Africa who opposed Apartheid, presented the award on Sept. 19.

British, Chinese among 19 dead as Nepal plane crashes on takeoff

KATHMANDU (Reuters) - A small plane crashed shortly after takeoff from the Nepali capital of Kathmandu on Friday, killing 19 people, including seven British and five Chinese passengers, an airline official said.

The twin-engine propeller-driven Dornier aircraft, owned by private firm Sita Air, had taken off from Kathmandu for Lukla in the Mount Everest region when it crashed in a field near Kathmandu airport, police said.

The weather was clear at the time and the cause of the crash was not immediately known. Four Nepali passengers and three Nepali crew were among the dead.

Autumn is the peak tourism season in Nepal which has eight of the world's 14 highest mountains, including Mount Everest. At least 11 people were killed in an avalanche in northwest Nepal on Sunday.

In May, 15 people were killed when their plane crashed into a hill in northwest Nepal.

Ex-Guatemalan Army commander accused in massacre faces charges in U.S

LOS ANGELES (Reuters) - A former Guatemalan army commander accused of taking part in the massacre of more than 200 people during that country's civil war has been returned to the United States to face charges he lied about his past to gain U.S. citizenship, authorities said on Saturday.

Jorge Sosa, 54, arrived at Los Angeles International Airport accompanied by U.S. Marshals on Friday evening following his extradition from Calgary, Canada, where he was arrested in January, U.S. Immigration and Customs Enforcement spokeswoman Lori Haley said.

U.S. prosecutors, who have no jurisdiction in Guatemala, have not charged Sosa in connection with the December 1982 massacre in the village of Dos Erres.

Instead, he was charged with making false statements to immigration officials to cover up his past as he sought to become a naturalized U.S. citizen in 2008. If Sosa, also known as Jorge Vinicio Sosa Orantes, is convicted he could be sent to Guatemala to face charges there after serving his sentence.

According to a U.S. federal grand jury indictment issued in September 2009, Sosa was a commanding officer of a Guatemalan Army special forces unit that killed men, women and children of Dos Erres, often by hitting them with a sledgehammer and dumping their bodies into a well.

Members of the patrol, known as the "Kaibiles," also raped many of the women and girls of the village before killing them.

The Kaibiles unit had been dispatched to Dos Erres to find members of a guerrilla group that had ambushed a military convoy in November 1982, killing soldiers and taking their weapons.

The massacre at Dos Erres is considered one of the worst atrocities of Guatemala's more than 30-year civil war.

Prosecutors say Sosa, who had been living in Riverside, California, lied when told an examiner for the U.S. Citizenship and Immigration Services that he had never committed a crime or been a member of a foreign military.

Sosa fled to Canada following his indictment, law enforcement sources say.

A Calgary-based attorney for Sosa could not be reached for comment on Saturday afternoon. It was not immediately known if Sosa had retained an attorney in California.

The ProPublica news service said in a story on its website that Sosa had denied guilt in a recent telephone interview from jail in Canada, saying that he was working for the military in another village on the day of the massacre.

Sosa is the fourth accused member of the Kaibiles living in the United States to be targeted by ICE's Human Rights Violators and War Crimes Center.

In July 2011, Pedro Pimentel Rios, 54, was deported to Guatemala to face prosecution there in connection with the massacre.

In September 2010, 54-year-old Gilberto Jordan was sentenced to 120 months in federal prison and his U.S. citizenship was revoked after he pleaded guilty to lying to immigration officials about his role in the Kaibiles.

And in February 2010, Santos Lopez Alonzo was arrested by ICE agents in Houston and charged with illegal re-entry into the country after deportation.

Newport council making finance more strategic - ComputerworldUK ...

Newport City Council is reducing time-consuming financial administration and enabling its finance function to "become more strategic".

The council is implementing a budgeting and forecasting solution from Advanced Business Solutions, which is being integrated with its Oracle Financials ERP system. The project is being piloted this month and will be rolled-out across the council by July 2013.

Currently, four devolved finance teams (around six staff in each) across four directorates spend two weeks each month compiling budgets and forecasts using Excel spreadsheets, which is time-consuming and does not add value, said the council.

As the council has to find cost savings the need for a more automated and collaborative approach to budgeting and forecasting was identified.

Meirion Rushworth, assistant head of finance for accountancy at Newport City Council, said: "We need to cut down on manual tasks within our professional accountancy teams, freeing-up the finance department's time so that they can focus on understanding and analysing the figures and supporting managers.

"We also recognised the need to empower budget managers to take ownership of their own budgets, and to do that they need better access to information."

Newport is now integrating Advanced's Collaborative Planning system with Oracle Financials. With Collaborative Planning budget managers can review and update their own budgets and forecasts on an ongoing, rolling basis, enabling an instant view of the council's financial status.

In time, said Newport, the system will be used for building the council's budgets, and certain tasks such as inflationary calculations, which are currently pulled together by four different teams, will be automated by the system and done once rather than in duplicate.

With the finance teams no longer having to spend two weeks every month compiling and consolidating spreadsheets, their time will be freed-up for more strategic tasks, said Rushworth.

Libya attack: Who's behind the inflammatory YouTube video?

An Egypt mob and a Libya attack are thought to have been sparked by a virulent anti-Islam YouTube video. But who was behind that amateurish video remains a mystery.

A 14-minute trailer uploaded to YouTube in July,?allegedly from a two-hour movie, reportedly sparked Tuesday?s violence against the US embassy in Cairo and a consulate in Benghazi, Libya, where four employees, including the US ambassador, were killed.

The whole business initially was attributed to a man identified as Sam Bacile, said to be a 50-ish American-Israeli?citizen. A man with a heavy accent and ?a California phone number,??spoke to several reporters on Tuesday, including those with the Times of Israel, the Associated Press, and The Wall Street Journal. In the Times of Israel report, a spokesman for the Israeli government denied any citizenship records for a Sam Bacile.

The YouTube profile behind the clip sets Mr. Bacile?s age at 75, and there is no additional information other than two video clips.

On Wednesday, the Atlantic magazine?s Jeffrey Goldberg spoke to Steve Klein, a self-described ?consultant? on the film, who said bluntly that he did not know the identity of Sam Bacile or if there actually was a Sam Bacile.?

Mr. Klein told the Atlantic that at least 15 people were behind the film and added, ?Nobody is anything but an active American citizen. They're from Syria, Turkey, Pakistan, they're some that are from Egypt. Some are Copts but the vast majority are Evangelical."

In several interviews, the man calling himself Sam Bacile also indicated that the film cost $5 million to produce and noted that the money was collected from some 100 donors. However, in a blog posting Wednesday, BuzzFeed noted that the production values of the 14-minute clip were so amateurish as to make the claim of a multimillion dollar budget, ?risible.? BuzzFeed goes on to suggest that there might not even be a full movie behind the clip.

?Nearly all of the names in the movie's trailer make up a compilation of the most clumsily-overdubbed moments from what is in reality an incoherent, haphazardly-edited set of scenes,? it says. ?Among the overdubbed words is ?Mohammed,? suggesting that the footage was taken from a film about something else entirely. The footage also suggests multiple video sources ? there are obvious and jarring discrepancies among actors and locations.?

Some analysts are suggesting the violence stemming from the video clip was far from spontaneous.

?This has all the earmarks of being heavily orchestrated,? says?Nasser Weddady, civil rights outreach director for the American Islamic Congress.

?There are extremist groups, funded by among others, the Saudis, who deliberately set out to inflame these kinds of extremist sentiments,? he says. He points to the fact that the trailer sat unnoticed on YouTube for nearly two months, until the eleventh anniversary of the 9/11 terrorist attacks on the United States.

?Then it hit this very sophisticated network of media channels that spew this kind of hate,? he says, adding, ?This did not just happen.?

Observers need to take a step back, says?Kecia Ali, associate professor of religion at Boston University.

For over a millennium, Western critics have demonized Muhammad as a sensualist, governed by his physical appetites, and as violent, callous, and bloodthirsty ? characterizations extended to Islam as a religion, she points out.

?These portrayals, which were aimed at Christian audiences, have coexisted for centuries with more positive Western appraisals treating Muhammad as a visionary leader and moral teacher,? she says.

However, when an event such as this video clip surfaces, she says, ?when virulently negative images like those from this film arise, aimed at antagonizing Muslims directly, it is important to ask who is choosing these images for what purpose??

Should I marry him? If you're having doubts, don't ignore them, psychology study suggests

In the first scientific study to test whether doubts about getting married are more likely to lead to an unhappy marriage and divorce, UCLA psychologists report that when women have doubts before their wedding, their misgivings are often a warning sign of trouble if they go ahead with the marriage.

The UCLA study demonstrates that pre-wedding uncertainty, especially among women, predicts higher divorce rates and less marital satisfaction years later.

"People think everybody has premarital doubts and you don't have to worry about them," said Justin Lavner, a UCLA doctoral candidate in psychology and lead author of the study. "We found they are common but not benign. Newlywed wives who had doubts about getting married before their wedding were two-and-a-half times more likely to divorce four years later than wives without these doubts. Among couples still married after four years, husbands and wives with doubts were significantly less satisfied with their marriage than those without doubts.

"You know yourself, your partner and your relationship better than anybody else does; if you're feeling nervous about it, pay attention to that," he added. "It's worth exploring what you're nervous about."

The psychologists studied 464 newlywed spouses (232 couples) in Los Angeles within the first few months of marriage and conducted follow-up surveys with the couples every six months for four years. At the time of marriage, the average age of the husbands was 27, and the average age of the wives was 25. The research is published in the online version of the Journal of Family Psychology, published by the American Psychological Association, and will appear in an upcoming print edition.

When asked, "Were you ever uncertain or hesitant about getting married?" at their initial interview, 47 percent of husbands and 38 percent of wives said yes. Yet while women were less likely than men to have doubts, their doubts were more meaningful in predicting trouble after the wedding, the researchers found.

Among women, 19 percent of those who reported pre-wedding doubts were divorced four years later, compared with 8 percent of those who did not report having doubts. For husbands, 14 percent who reported premarital doubts were divorced four years later, compared with 9 percent who did not report having doubts.

Doubt proved to be a decisive factor, regardless of how satisfied the spouses were with their relationships when interviewed, whether their parents were divorced, whether the couple lived together before the wedding and how difficult their engagement was.

In 36 percent of couples, the husband and wife had no doubts about getting married. Of those couples, 6 percent got divorced within four years. When only the husband had doubts, 10 percent of the couples got divorced. When only the wife had doubts, 18 percent of couples got divorced. When both partners had doubts, 20 percent of the couples got divorced.

"What this tells us," Lavner said, "is that when women have doubts before their wedding, these should not be lightly dismissed. Do not assume your doubts will just go away or that love is enough to overpower your concerns. There's no evidence that problems in a marriage just go away and get better. If anything, problems are more likely to escalate."

Thomas Bradbury, a UCLA psychology professor and co-author of the study, compared the situation to finding something disturbing on your skin that you hadn't noticed before.

"If you see something unusual on your skin, should you ignore it and go to the beach, or see a doctor? Be smart and don't ignore it -- and don't ignore your doubts either," said Bradbury, who co-directs the Relationship Institute at UCLA. "Have a conversation and see how it goes. Do you think the doubts will go away when you have a mortgage and two kids? Don't count on that."

The psychologists are not advising women with doubts to necessarily end the relationship, they say.

"Talk about it and try to work through it," Bradbury said. "You hope that the big issues have been addressed before the wedding."

Benjamin Karney, a UCLA professor of psychology and co-director of the Relationship Institute at UCLA, was a co-author of the study.

The Passionate Foodie: Rant: Restaurant Reviews Ignoring Drinks?

What do you expect from a restaurant review? To me, there are four primary aspects of a restaurant review, references to the food, drink, price and service. Writers should properly address those four key elements in their reviews. There are a number of secondary aspects as well that can be considered such as the restaurant's size, decor, ambiance, parking availability, etc. It seems though that one of the primary elements gets little, if any, attention, by a number of reviewers, from bloggers to print media. Why are these reviewers largely ignoring restaurant's drink programs?

Many restaurants invest much time and effort into developing their wine lists and bar programs. They may bring in experts, sommeliers, mixologists and more, to help design those programs. They may be rightfully proud about their accomplishments, and it becomes a significant reason why diners will patronize their establishment. When considering where to dine, I often consider the drinks menu and I know plenty of others who do the very same. When a restaurant has a particularly interesting drinks list, that should be emphasized in a restaurant review. Unfortunately, that doesn't happen as much as it should.

Let me provide one glaring example. I was recently perusing Devra First's review of Yakitori Zai in the Boston Globe?and was dismayed by her meager coverage of the drinks offered at the restaurant. There was a single sentence in her lengthy review about the alcohol program, which I think is a failure to properly address such a key element. She stated that "Wine is available..." yet says nothing about how many wines, what type of wines, the prices of those wines, etc.

She continues with "...a sake?list offers a good mix of styles and flavors but yakitori may go best with beer." In this, she first fails to mention (and may be unaware) that sake is a traditional Japanese pairing with yakitori, so it would probably make a better pairing than beer. But she also says nothing about pricing, the specific types and and brands of sake and beer available, etc. If you look at the restaurant's online menu, you will see they only list 4 beer options and 10 sake options. So beer doesn't seem too important to them with such a very limited selection. I also feel the sake selection needs improvement, especially that it should include some kimoto/yamahai styles which should pair even better with yakitori.

After reading that review, I looked at Devra's prior eight restaurant reviews, which span July and August, and all of those reviews were available for free without having a subscription to the Globe. Though this is only a small sample, I think it is representative and was disturbed that her reviews showed a pattern of providing minimal information, if any, about the wine and alcohol programs of the restaurants she reviews. Why is this the case?

Of those eight reviews, two failed to mention the drinks at all. 25% of her reviews ignoring drinks completely? That seems wrong. Of the others, the drinks coverage was only 1-3 sentences, which I consider inadequate to properly cover this important element. More information seems to provided about the decor than the drinks. Only one of the reviews mentioned alcohol prices, saying that a wine list is "respectfully priced," whatever that actually means. In all those reviews, a single wine was mentioned by name and only one review specifically mentioned any beers by name. Overall, I would consider this inadequate coverage of an important element of these restaurants.

In addition, prior to my recent visit to the Painted Burro in Somerville, I checked online for other reviews and saw Devra's review?from May. That review merely mentions that the restaurant has tequila, but says nothing else about it or the rest of their bar program. That is a major omission as I later learned the restaurant has a huge tequila and mezcal list, with a number of tasting flight options and plenty of cocktails. In addition, it has a large beer list, with many options from Mexico, and a small wine list. Why didn't Devra say anything about this extensive bar program? After visiting the restaurant myself, I understood how important this bar program is to the restaurant so omitting reference to it in a restaurant review is a significant failure.

Devra is certainly not the only offender and I am using her only as an example. Restaurant reviews should cover all of the major elements of a restaurant, and that includes their drinks program. Failure to do so leads to an incomplete and failed review. You do a disservice to a restaurant by ignoring something of which they might have devoted much energy and attention. You do a disservice to your readers who desire that information. How many consumers decide on a restaurant based on its decor? I am confident that number is but a tiny percentage of the number of consumers who decide based on their drinks program.

Restaurant reviewers, let's see more detailed discussions of drinks in your reviews. If you don't know much about wine, beer and spirits, why not gain a basic education so you can better address your readers about all of the major elements of a restaurant.
